I have the honour to write to you with regard to the fact that the United States and some other countries are seeking to discuss “human rights issue” of the DPRK under an agenda item entitled “Situation in the Democratic People’s Republic of Korea” in the Security Council of the United Nations on 10 December, 2018.
At the outset, I categorically reject any discussion of “human rights issue” of a specific country by the Security Council, far away from its mission and mandate for maintaining world peace and security.
As you are aware, until last year, the Korean peninsula was a region where possibility of an armed conflict and a nuclear war ran higher than any other region in the world. But, thanks to the peace-loving efforts of the DPRK, the atmosphere of peace and stability has recently settled down in the Korean peninsula.
Nonetheless, to our deep surprise and regret, the Security Council is about to swim against the current trend by way of seeking to irritate a dialogue counterpart and stoke confrontation, instead of encouraging and promoting the ongoing positive developments.
The US and some other countries are now seeking to submit an agenda item entitled “Situation in the Democratic People’s Republic of Korea” to make it look as if they wanted to discuss constructive measures in conformity with the recent atmosphere of peace and stability prevailing in the Korean peninsula.
But, they are conspiring behind the curtain to invite the High Commissioner for Human Rights of the United Nations to make a brief on “human rights situation” of the DPRK. It undoubtedly constitutes a provocation to the DPRK, a dialogue counterpart as well as mockery to the international community.
On top of it, it is a deceptive plot that the US entitles the agenda item as “Situation of the Democratic People’s Republic of Korea” while pursuing its ulterior motive to discuss “human rights issue” of the DPRK.
Such a US posture rather vindicates the just demand of the international community that the “human rights issues” must be considered in the UN Human Rights Council, not in the Security Council.
Recalling that the US and some other countries are trying to employ all possible wicked and sinister methods to materialize the meeting to discuss “human rights issue” of the DPRK in the Security Council, I would like to sincerely request, Your Excellency, to play a due role in terms of opposing to convening of the meeting on “Situation in the Democratic People’s Republic of Korea” that is never helpful to peace and stability in the Korean peninsula and flares up confrontation.
The Ambassador Kim’s letter was also sent to the following countries as well:
