“Supreme Leader Kim Jong Un Sends Open Letter to All Party Members in Pyongyang”
Supreme Leader Kim Jong Un visited a typhoon-stricken area of South Hamgyong Province on Sept. 5 and sent an open letter to all the party members in Pyongyang.
In the letter he said that Kangwon Province and South and North Hamgyong provinces located on the east coast were hit by Typhoon No. 9 that did damage again at a time when an all-out recovery campaign was under way in several areas of the country to remove huge damage done by a quick succession of flood and typhoon.
He noted that the Party Central Committee decided to frankly discuss with the party members in the capital city the issue of giving a strong assistance to the recovery from damage in South and North Hamgyong Provinces under such an urgent situation which needs to be tackled without even a moment’s delay and moreover, as many civilian building forces and units of the People’s Army are now in the sites for the recovery from damage in Kangwon Province and South and North Hwanghae Provinces.
For all the areas of the country, to protect their heart-like capital city in every way all the time is a social custom, and for the people of the capital city, to sincerely aid and encourage the people in the local areas when in need is also a proud social custom of our country, he said.
When the party members in the capital work in the typhoon-stricken areas in hearty response to the calls of the Party, great strength incomparable with the economic losses by the destructive natural disasters will be gained, he said, calling the party members in the capital the core forces most trusted by the party.
Although this year has witnessed uncommon difficulties due to the protracted worldwide public health crisis and natural disasters, we are courageously overcoming all the hardships by dint of the united efforts of the Party and the people, he noted.
He termed this year the one of struggle, advance and unity, when the unity is further strengthened in the tense and arduous struggle, not a year of disasters and misfortunes.
He said that the Party Central Committee asked the party members in the capital to join the recovery of South and North Hamgyong Provinces from damage in order to ensure the successful holding of the celebrations for the 75th anniversary of the WPK and the 8th Congress of the WPK.
He said that we can not let a lot of people in South Hamgyong Province and North Hamgyong Province who newly suffered damage spend the holiday homeless even though the situation was difficult and time was urgent as October 10 was close at hand.
He added that the Party Central Committee appeals to the party members in the capital to sincerely console the people in the disaster-stricken areas and to earnestly aid them with the tender care of the party and with warm feelings of the capital city of Pyongyang, so that they would get rid of aftermath as early as possible.
He said that the Party Central Committee decided to organize the 12 000-strong divisions of the elite Party members of the capital to be dispatched to South Hamgyong Province and North Hamgyong Province each.
He said that if the divisions of the elite Party members in the capital go to the sites for recovery from the damage after holding a loyalty-pledging meeting in the plaza of the holy place where President Kim Il Sung and Chairman Kim Jong Il lie in state prior to their departure, the leaders would be very pleased.
He said that the main task of the divisions is to become the vanguard and spark in implementing the Party’s policy in the van of the working youth and soldiers who turned out in the rehabilitation campaign.
He noted that sub-units directly under the divisions should be organized with Party members with high construction skills who had served in special construction units before their discharge as the divisions of the elite Party members of the capital to be dispatched this time would mainly be tasked to build dwelling houses and public buildings.
He called on the sub-units directly under the divisions to wonderfully complete projects with the stand of responsible educators with high construction methods and skills, improve the quality of overall recovery projects and lavishly transmit advanced construction skills to local builders.
He said that the Party members of the ministries and national institutions should quickly send materials, equipment and goods necessary for the recovery projects in time with the attitude that they are also combatants in the sites for the recovery and thus fulfill their duty as Party members working in the capital.
He stressed that he firmly believes that the divisions of the elite Party members of the capital to be directly organized and dispatched by the Central Committee of the Party to South Hamgyong Province and North Hamgyong Province would successfully fulfill their honorable mission and combat duty as detached corps firmly defending the celebrations of the 75th founding anniversary of the WPK and the convention of the 8th Congress of the WPK and thus register a great victory.

수도 평양의 전체 당원동지들!
멀지 않아 성대히 진행되게 될 조선로동당창건 75돐 경축행사준비와 력사적인 당 제8차대회를 맞이하기 위한 긴장한 투쟁으로 누구보다 수고많은 동지들에게 인사를 보냅니다.
국가의 안전과 인민의 생명을 위협하는 겹쌓인 도전속에서 당중앙이 내린 중요한 결정들을 피끓는 심장으로 받들고 그것을 관철하기 위하여 헌신적으로 투쟁하고있는 동지들의 핵심적역할로써 우리 혁명의 수도 평양은 기본적으로 안녕을 견지하고있습니다.
그러나 신문과 방송으로 다 보았겠지만 최근 련이어 들이닥친 큰물과 태풍에 의하여 나라의 여러 지역들이 동시다발적으로 많은 피해를 입었으며 그것을 가시기 위한 맹렬한 복구전투가 벌어지고있습니다.
그런데 재차 들이닥친 태풍9호로 인하여 동해안에 위치한 강원도와 함경남도, 함경북도에서 또 피해를 입게 되였습니다.
특히 함경남도에서는 단천시와 신포시, 홍원군을 비롯한 10여개의 시, 군들에서 살림집들과 공공건물들이 침수파괴되여 수많은 수재민들이 한지에 나앉아있습니다.
무너진 살림집만 하여도 1, 000세대가 넘습니다.
함경북도 역시 피해는 다를바 없다고 합니다.
태풍9호가 수천리밖에서 북상할 때부터 긴장하게 예의주시하면서 취할수 있는 예비대책을 강구하였지만 예상밖의 폭우와 강풍으로 피해가 많이 발생하게 되였습니다.
한시도 지체하면 안되는 이 긴박한 상황에서, 더구나 사회의 많은 기본건설력량과 인민군부대들이 이미 강원도와 황해남북도의 피해복구현장들에 전개되여있는 형편에서 당중앙은 함경남북도의 피해복구를 강력히 지원하는 문제를 다름아닌 수도의 당원동지들에게 터놓기로 하였습니다.
물론 함경남북도에도 수많은 당원들과 당조직들이 있고 로동계급의 기본부대들이 있으며 그들도 역시 당중앙의 의도를 알고 피해복구투쟁을 잘할것이라고 믿습니다.
하지만 당중앙은 당중앙위원회를 제일 가까이에서 보위하고있는 친위대오인 수도의 핵심당원들이 기치를 들고 피해복구현장에 진출하는것이 더 의의가 있다고 보았습니다.
나라의 모든 지역이 항상 자기의 심장인 수도를 각방으로 보위하는것도 국풍이지만 어려울 때 수도의 인민들이 힘들어하는 지방인민들을 성심성의로 부축하고 고무격려하는것도 우리의 자랑스러운 국풍이라고 할수 있습니다.
수도당원들은 우리 당이 제일 믿는 핵심력량입니다.
수도당원들이 당의 호소를 받들고 피해현장에 나가 투쟁하면 자연이 몰아온 파괴적인 재앙으로 입은 경제적손실에 비할바 없는 거대한 힘을 얻게 됩니다.
평양에서 천리행군해간 수도당원들이 현지에 도착하기만 해도 그곳 당원들과 인민들에게 커다란 고무가 될것이며 시련과 난관을 함께 이겨내고 타개해나가는 속에서 전당의 단결이 뜻과 정으로 더욱 반석같이 다져지게 될것입니다.
올해에 들어와 세계적인 보건위기가 지속되고 자연재해까지 겹쳐들어 특별히 어려움을 겪었지만 우리는 당과 인민의 단결된 힘으로 이 모든것을 과감히 극복하고있습니다.
올해는 결코 재해와 재난의 해가 아니라 초긴장의 간고한 투쟁속에서 더욱 굳은 단합을 이룩하는 투쟁의 해, 전진의 해, 단결의 해입니다.
75성상 승리의 고지마다에 날려온 우리의 당기는 결코 세월의 바람에 나붓겨온것이 아니라 당중앙의 부름이라면 물불을 가림없이 산악처럼 떨쳐일어나 특출한 공헌으로 화답해온 우리 당원들의 거세찬 충성과 애국의 숨결로 휘날려온것입니다.
우리 당과 혁명투쟁사에 특기할 또 하나의 중대한 승리의 전환점을 마련해야 하는 결정적이고도 책임적인 시각에 수도의 당원들이 기수가 되고 돌격대가 되여야 합니다.
당중앙은 조선로동당창건 75돐과 당 제8차대회를 견결히 보위하기 위하여 우리의 수도당원동지들이 들고일어나 재해를 당한 함경남북도의 피해복구전구로 용약 달려나갈것을 부탁합니다.
10월 10일이 눈앞에 박두하였는데 형편이 곤난하고 시간이 촉박하다고 하여 새로 피해를 입은 함경남북도의 수많은 인민들이 한지에서 명절을 쇠게 할수는 없습니다.
당의 걱정과 보살핌의 손길로, 수도 평양의 따뜻한 정으로 피해지역 인민들을 극진히 위로하고 한시바삐 재난을 털어버리도록 정성다해 지원하고 투쟁할것을 당중앙은 수도당원동지들에게 호소합니다.
수도의 당원동지들!
지금은 우리 인민들의 불편과 고통을 가셔주기 위한 피해복구전투가 벌어지는 전구가 바로 우리 당이 전력을 투하해야 할 최전선입니다.
때문에 당중앙은 수도의 우수한 핵심당원 1만 2, 000명으로 함경남북도에 각각 급파할 최정예수도당원사단들을 조직할것을 결심하였습니다.
평양시당과 구역당들, 시급, 구역급기관, 공장, 기업소 일군들과 당원들은 누구나 이 전례없는 전투대오에 탄원하여 당조직의 추천을 받을수 있습니다.
최정예수도당원사단들이 전구에로 떠나기 앞서 우리 수령님과 장군님께서 계시는 성지의 마당에서 궐기모임을 열고 충성의 맹세를 다지며 피해복구현장으로 진출해나가면 수령님과 장군님께서도 무척 기뻐하실것입니다.
동지들이 현장에 가서 해야 할 주되는 과업은 피해복구전투에 떨쳐나선 근로청년들과 군인들의 앞장에서 당정책관철의 선봉이 되고 불씨가 되는것입니다.
동지들은 수도의 핵심당원들답게 현장진출로부터 철수에 이르는 전기간 복구투쟁과 생활의 모든 면에서 넘치는 기백과 질서정연한 행동으로써 훌륭한 모범을 보여야 하겠습니다.
피해지역 인민들에게 이번에 입은 화를 복으로 전환시켜 더 좋은 살림집, 더 좋은 환경에서 살게 하려는 당중앙의 진정을 잘 알려주고 그들이 신심과 락관을 가지고 복구사업을 벌려나가도록 성의껏 도와주어야 하겠습니다.
절대로 현지주민들에게 부담을 끼치거나 도와주는 티를 내지 말고 겸손하고 진실하게 처신하며 어려움을 이겨나가는 지방인민들의 강인한 생활기풍과 기질도 배우면서 수도에서 창조된 좋은 경험들과 선진기술기능을 성실하게 배워주어야 합니다.
이번에 파견되는 수도의 최정예당원사단들이 살림집과 공공건물건설을 기본으로 하게 되는것만큼 전문건설부대들에서 복무하고 제대된 건설기능이 높은 당원들로 사단의 직속구분대를 조직하여야 합니다.
사단 직속구분대는 높은 건설공법과 기능뿐아니라 모든 작업을 책임적으로 깐지게 하는 교육자적인 일본새로써 맡은 대상들을 훌륭히 완공할것이며 전반적복구공사의 질적수준을 제고하고 지방건설자들에게 앞선 건설기능을 아낌없이 넘겨주어야 하겠습니다.
성, 중앙기관의 당원동지들도 피해복구현장에 나가는 전투원이라는 자세에서 복구공사에 필요한 자재와 설비, 물자들을 제때에 신속히 보내줌으로써 수도에서 일하는 당원으로서의 본분을 다하여야 하겠습니다.
함경남북도의 인민들을 도와주자고 수도의 우수한 당원들로 조직된 사단들을 파견하지만 제일 걱정되는것은 동지들의 건강입니다.
생산현장과 실천투쟁에서 많이 단련되고 검증된 당원들이라 해도 재앙이 휩쓴 험지에서 가을바람을 맞으며 철야전투를 해야 하는것만큼 힘들고 피곤할수 있습니다.
당원사단들을 이끄는 지휘관들과 정치일군들은 매 대원들의 건강과 생활에 세심한 주의를 돌리고 다심한 심정으로 돌보아주어 당원동지들이 모두 건강한 몸으로 전투를 결속하고 수도 평양으로, 정다운 집으로 돌아갈수 있게 하여야 하겠습니다.
나는 당중앙이 직접 조직하여 함경남북도에 파견하는 수도의 최정예당원사단들이 조선로동당창건 75돐명절과 당 제8차대회를 견결히 보위하는 별동대로서 부여된 영예로운 사명과 전투임무를 훌륭히 수행하고 커다란 승리를 쟁취하리라는것을 굳게 믿습니다.
위대한 우리의 인민을 위하여,
위대한 우리의 일심단결을 위하여,
위대한 우리의 국가를 위하여,
위대한 우리의 10월명절을 위하여
